High carbon sectors (agriculture, industry, construction, and transportation) contribute nearly 85% of emissions, highlighting the urgent need for transitioning towards cleaner energy structures in these sectors. This study utilizes undesirable SBM model to assess TFEE (total factor efficiency) across total sector high It decomposes from an structural perspective into coal, oil, natural gas, electric heat efficiencies. Using a variance-like decomposition model, it analyzes at two levels examine how changes specific categories affect TFEE. From 2010 2021, China's increased 0.542 0.676, with coal identified as critical factors limiting improvements. Among four sectors, construction exhibited significant increase TFEE, agriculture showed steep rise, industry demonstrated U-shaped trend turning point 2015, transportation experienced slight decline. exhibits descending order among ranking highest, followed by transportation. Similarly, efficiencies types show hierarchical structure, oil being most efficient, heat, coal. Construction dominates sectoral level, contributing 58.87%, while contributes over 30% category level. The results each province further indicate that both structure significantly impact this influence also regional heterogeneity.
