The River Chief System (RCS) in China plays a crucial role addressing transboundary water pollution (TWP), which is vital for achieving the Sustainable Development Goal of "clean water." This study examines static and dynamic effects RCS on TWP using difference-in-difference-in-differences (DDD) model manually collected data from 104 counties between 2007 2020. results show that significantly reduces chemical oxygen demand (COD) by 15.9% ammonia nitrogen (NH3-N) 22.9% border counties, though it has no notable impact dissolved (DO). Additionally, intensity contributes to 13.8% reduction COD. However, sustained are observed COD or NH3-N over time. Several robustness checks confirm validity these findings. Heterogeneity analysis indicates RCS's more pronounced with higher economic development, upstream locations, lower initial levels, younger local government leaders. not only provides critical insights resource management but also offers international relevance governance challenges bodies.
