The growing realization of the inadequacies conventional approach to climate change adaptation has generated interest in sustainable forms that could promote long-term ecosystem health and social equity. In this regard, concept ecosystem-based been receiving attention as an integrative framework for maintaining healthy ecosystems, with aim building resilience reducing vulnerability social–ecological systems impacts. However, there is currently inadequate understanding institutional requirements transition towards adaptation. A promising mechanism addressing these governance challenges adaptive governance, a relies on flexible, multi-level institutions connect actors across multiple scales managing conflicting values uncertainties management processes. This paper discusses four roles water resource adaptation: (1) creating awareness about through learning integration diverse sources knowledge; (2) generating policy provision economic non-economic incentives; (3) opportunities promotion vertical horizontal interactions among actors; (4) capacities enhanced access relevant resources.
