Abstract The COVID-19 pandemic has profoundly affected internal migration patterns worldwide. Most previous studies have reported on pandemic-induced changes in using data from 2020 and 2021. Therefore, little is known about the pandemic’s medium-term impact. To address this gap, study investigated an annual series of 2019 to 2023 Japan. At municipal level, relationships between net rates population density indicated that urbanisation trend became weak 2020, compared 2019, it was weakest degree stronger 2023, increasing level 2020. Using inter-municipal flows, then flows to/from within three major metropolitan areas (Tokyo, Nagoya, Osaka). sizes these effectiveness index suggested had largest impact Tokyo area, among areas, stimulated intra-metropolitan as suburbanisation, rather than out-migration ‘urban exodus’, overall results 2021, which got smaller recovered pre-pandemic ones 2023.
