The development of an environmental damage compensation framework is a critical innovation in ecological civilization reforms. This study considers the pilot policy for reform as quasi-natural experiment, employing difference-in-differences approach with emission data from listed companies between 2008 and 2017. research evaluates impact system’s implementation areas its implications improving legal practices. results show that system significantly reduces corporate pollution emissions by 1.93% (p < 0.01), demonstrating effectiveness governance tool. heterogeneity analysis reveals stronger effects heavily polluting industries (3.30%, p 0.01) compared to non-heavily (1.25%, 0.1), state-owned enterprises (2.06%, versus non-state-owned (1.71%, developed regions (2.50%, underdeveloped (1.00%, not significant). dual mechanisms negotiation litigation impose strict constraints on behavior, effectively addressing issue “corporate pollution, public suffering, government expenses.” To optimize system, targeted recommendations include strengthening mechanisms, refining judicial responsibilities, enhancing coordination regions. These findings highlight originality importance model balancing protection economic development.

Risk assessment and categorization of terrorist attacks can assist enhance awareness terrorism give crucial information support for anti-terrorism efforts. This study utilizes quantitative approaches the risk attacks. A total 210,454 that occurred worldwide from 1970 through 2020 were collected in Global Terrorism Database, 22 indicators related to selected. Then, moment estimation theory four comprehensive evaluation models utilized identify top 10 riskiest world. Furthermore, five clustering analysis methods three criteria performed attacks, visual was carried out using kernel density method. The research results have identified global which led by September 11 attack event, along with their downward counterfactual events. spatial distribution is primarily composed "turbulent cores" region Central Asia, Middle East & North Africa, South America Caribbean. also provided insights recommendations It has realized aiding swift identification its levels, holds immense significance safeguarding national security societal stability under new circumstances.
