Taking the Demonstration Zone of Green and Integrated Ecological Development Yangtze River Delta as a case study, we find that city-regional development has advanced to fifth stage, so-called cross-provincial integrated development. The ongoing reform experiment in China presents new model development, which distinguishes itself from previous approaches used both Europe/America. We propose theoretical framework city-regionalism two dimensions smart planning governance. Exploring the “collective forward intelligence” potential: the Foresight 3.0 programme at the Mind-Lab DOI

Purpose This paper aims to set out the Foresight 3.0 framework, review Mind-Lab programmes and projects draw some general insights. Design/methodology/approach A next generation “Foresight 3.0” promote “collective forward intelligence”, both within foresight team with external stakeholders. This mixed methods article discusses the role of scenario analysis as a tool to assess broadest possible specter positive and negative effects technologies social processes within current existential risk assessment research.
