This paper examines the role of policy in China's digital and green (twin) transition, building on a qualitative study large corpus documents domains. We analyse multi-level governance these transitions for three regional case studies: Shanghai, Wuhan Hangzhou. find that regions both adopt adjust aims means differently from national policy.
