Abstract For decades, policy learning has been often viewed as a force for the common good, process that aims at creating value public through problem‐solving. While can indeed contribute to creation, darkness also lurks therein, where destruction. Yet, dark side of remains under‐explored and under‐theorized, particularly going beyond meso‐level organizational failures or “mishaps.” This article draws on theories conceptualize two types plot how they destruction in sphere: misdirected design (non‐deliberate cybernetic) normative (intentional deontological). is done while addressing key facets sphere; values, being guiding principles policymaking governance, well value, worth services delivered citizenry.
