Drawing on a qualitative analysis of official documents, field observations, and interviews with citizens planners, this article examines how Kashiwanoha International Campus Town has attempted to actively engage its new residents in smart city making despite being built from scratch. The study draws recent scholarship advocating for human-centered approach which technologies are used as tools address local social issues, meet resident needs, the co-creation city. This perspective favors context-sensitive collaborative approaches development, but building or rebuilding cities scratch continues capture interest enterprises governments widespread criticism lacking citizen input struggling foster community. findings case indicate that investing participation placemaking promotes community formation fosters an open environment innovation experimentation. However, challenges remain empowering grassroots innovation, implying balancing community-driven technology-driven smartification is difficult such contexts. Overall, paper contributes empirical evidence limited understanding about actual experiences living similar developments, it makes recommendations shift bleak narrative surrounding more positive directions.
