Nyere litteratur undersøker i forholdsvis liten grad europeisering av sub-nasjonale styringsnivåer, særlig med hensyn til enhetsstater og/eller tett integrerte ikke-medlemsstater. Denne artikkelen analyserer sluttfasen norske fylkeskommunale beslutningsprosesser. Ved å ta empirisk utgangspunkt et sub-nasjonalt styringsnivå en mindre enhetsstat og integrert ikke-medlemsland, bidrar utvide litteraturen om «top-down»-europeisering «less likely case». Artikkelen viser hvordan ulike politikkområder også beslutningsprosessene berøres ulik grad, potensielle implikasjoner for tverrsektoriell samordning, den reelle styringen regionale Europeisering kan bl.a. utfordre samordning ved bidra at europeiserte «enklaver» fylkesadministrasjonene utvikler annen beslutningsadferd enn andre deler administrasjonene. reiser spørsmål hvorvidt flernivåadministrative prosesser svekke mulighetene overordnet styring enheters samlede oppgaveporteføljer. kombinerer kvantitative teknikker (N=1109) kvalitativ tekstanalyse.

Abstract Combining high birth rates with gender equality and women’s reproductive choice is often put forward as a Nordic success story. We analyze Norwegian governmental commission reports delivered 1984–2017, tracing how fertility issues are approached in policy-making under shifting demographic conditions. focus on four key topics—pro-natalism, individual versus societal level effects of policies, socioeconomic differences fertility, immigration. see little or no attention given to the fact that policy may vary by class background preferences. Relatively considered positive, but pro-natalist intent downplayed absent, even when falling. connect these findings distinctive dual earner/care-giver model, historical legacy “unintentional” pro-natalism, features system. call for more interchange between demography institutionalist scholarship argue questions macro-level family policies could be better handled explicit debate.

Abstract The anticipated arrival of autonomous vehicles has created considerable uncertainty for US states because they govern roads. In response, activated their policy advisory systems. While advising at the national level been studied, less is known about sub-national level. Similarly, more use scientific knowledge by policymakers than full range deployed in advising. This study analyzes reports written to help them make sense an emerging technology preparation governance. Committees, university researchers, staff Department Transportation, and legislative produced different types reports, example, academic, focused or on topics associated with governance engineering. Our analysis reveals that state systems used two processes—convening expert—and employed three expertise—academic, practical, political—to prepare this technology. provides insight into how mobilized expertise address around technology, showing actors balanced need credible technical legitimate stakeholder engagement.

Who benefits from public sustainable finance in the EU? DOI

At this critical juncture in the climate crisis, public sustainable finance is increasingly recognised as crucial to addressing society's socio-ecological challenges. However, we still know surprisingly little about its actual implementation. This paper examines EU Just Transition Mechanism (JTM), a pioneering policy aimed at alleviating costs of transition economy. I present political economy framework analyze who benefits from these investments and why, highlighting role bureaucratic departments with different types expertise interests. Based on original data collection, show substantial regional variation allocation JTM 1) employment, 2) equality, 3) carbon neutrality. Moreover, part not used for any three areas. Purpose An Advisory Committee (AC) is a particular type of crisis governance device that provides evidence to inform government decision-making. This article explores AC architecture and how it may determine government’s response capacity during the COVID-19 by politicization settings (i.e. meritocratic vs highly politicized/patronaged). Design/methodology/approach study compares two cases with contrasting archetypes: Ireland as Slovakia patronaged. A pattern-matching approach applied in case design. Findings The findings illustrate different impacted governance. ABSTRACT We perform bibliometric analysis on documents for 255 Regulatory Impact Analyzes (RIAs) prepared by the US Environmental Protection Agency (EPA) from 1980 through 2024. Using a series of automated information extraction methods, we extract references these and match them to bibliographic records. then build database relevant articles (whether cited in an RIA or not) fit two‐stage regression model that predicts whether, how many times, reference is used RIAs as function journal prestige, professional popularity, article accessibility, EPA funding, involvement employees co‐authors. By considering uncited related similar scientific concepts, can observe systematic differences what types research products get policy analysis. Academic open access status, authorship sponsorship all predict more likely frequent use. Articles prestigious journals are no be referenced, but once referenced corpus frequently.

Rusreformutvalget ble nedsatt av Solberg-regjeringen i 2018 og anbefalte å avkriminalisere bruk narkotika. Vi plasserer reformforslaget en historisk kontekst belyser debatten med vekt på hvordan forskning brukt prosessen. Materialet er høringsuttalelsene som levert inn (N = 247). Norsk narkotikapolitikk tuftet visjonen om et harmonisk samarbeid mellom helse, sosial justis. Forskere fra «den samfunnsvitenskapelige opposisjonen» advarte imidlertid 1970-tallet mot kriminaliseringens kostnader tvangsmiddelbruk stigmatisering. Men kritikken fikk først politisk kraft da brukerorganisasjonene vokste frem etter år 2000. I høringsrunden var tvang stigmatisering begrunnelser for reform brukerorganisasjonene. Politiet påtalemyndigheten negative til reformen, de mente kunne bidra økt Reformtilhengerne hevdet at forebyggende effekt usikker rettferdiggjøre kriminaliseringen, gitt konsekvensene brukerne. Motstanderne usikkerheten talte imot avvikle muligheten – bekymring ofte underbygget henvisning forskere ved Folkehelseinstituttet. Det få referanser rundt den typen narkotikaopposisjonen sin tid sto for. Derimot støttet ønsket seg uttalelser ulike FN-organer, Verdens helseorganisasjon, samt Den europeiske menneskerettighetskonvensjon.

Major international surveys and reports have considerably altered the expectations outlooks of national policymakers in education over last three decades.
