Increased policy coherence and integrated implementation are necessary to address pressing development problems that cut across different sectors. Meeting these demands, as called for by the 2030 Agenda Sustainable Development, requires institutional innovation. Based on comparative analysis of 137 countries, this paper investigates how governments have responded call which contextual factors shape their responses. We propose a four-dimensional typology analyse set-ups implementing Development Goals (SDG), focusing political leadership, horizontal integration sectors, vertical levels government, societal stakeholders. apply framework descriptions national SDG-implementation bodies provided in Voluntary National Review (VNRs) use qualitative directed content regression modelling investigate driving design choices, including socio-economic regime. Further, we find subnational actors often under-institutionalised: while countries with higher appear more likely set up mechanisms suited achieving cross-sectoral integration, regime type seems little impact choices SDG implementation.
