We shed light on wicked problems in the German energy transition. The term ‘wicked problems’ is today widely used in the sustainability literature, but there no consensus on its theoretical underpinnings or utility for research. This paper reports a mapping review of wicked problems literature which we analyzed sample 55 papers regarding 1. whether and how as concept, 2. what meanings are associated with 3. epistemological assumptions stated, 4. rhetorical functions concept performs. results indicate that not always consistently applied concept; authors ascribe many different to use diverse made explicit; performs wide range functions. provide vocabulary enables researchers more clearly position their work dispersed literature.

This article analyses the development of mix EU climate policy instruments and level integration (CPI) in twenty-first century. Complementing established criteria ambition stringency, analysis instrument CPI enables a fuller assessment transformational potential governance. We argue that both have significantly advanced towards matching 'super-wicked' nature challenge, although important gaps challenges remain addressing all relevant sectors, barriers drivers.
