This study focuses on the investigation of dispersive and damping characteristics surface waves through an irregular boundary ocean bed composed a fluid-saturated dual porosity/dual permeability material. The nonlocal layer (NFSDP2L) is confined by viscous liquid (NVLL) sandy substrate (NVSS) having fractional viscoelastic properties. governing equations for proposed model are derived using Eringen's theory. complex frequency relation obtained applying variable separation technique enforcing appropriate conditions. By dissociating into real (dispersion equation) imaginary (attenuation parts, graphs generated to illustrate influence several key parameters., viz. nonlocality, porosity, sandiness, fractional-order, fluctuation, flatness, position fundamental higher modes propagating waves. effects various parameters also depicted graphical illustration shear wave speed in NFSDP2L NVSS. Furthermore, response stress against depth within layered structure has been graphically illustrated. validity our mathematical assessed examining multiple relevant scenarios.
