Abstract The EU Biodiversity Strategy for 2030 aims to ensure that Europe's biodiversity will be on the path recovery benefit of people, climate and planet. Specifically, Target 14 from strategy specifies all cities with at least 20,000 inhabitants should have an ambitious urban greening plan. For this purpose, European Commission advanced several mechanisms helping larger areas unlocking funding biodiversity; nonetheless a stronger need established governance framework includes people public participation across levels sectors is needed as well mechanism monitor progress target 14. Along these lines, research was initiated way understand possible quality criteria against which could evaluated while establishing their nature plans through three main questions. Stemming multiple database collections cities’ sampling methodology such green capital award, Urban Hub, Climate Neutral Cities Mission, City Accord (Nature/biodiversity priority area) lastly top-ranking in Local Adaptation Plans Initiative last 10 years, sample selected. To evaluate how were, we developed analytical 30 belonging 6 macro categories focusing goals targets, collaborative governance, institutional support, participation, financing mechanisms, monitoring evaluation aspects. We propose test lighthouse having existing Nature plan 3 years. During process, experts different policy groups were consulted selected results. It emerges aspects are rarely considered integral part beginning except few cities, nonetheless, guidance by calls adopting more co-creation approaches. From sample, only 4 out scored high categorical analysis, namely: Hamburg, Utrecht, Thessaloniki Barcelona. Meanwhile, evidence lack financial oriented towards advancing evident 7 cities. results can help local authorities meet target, national/regional commitment.

Urban green development is crucial for citizen well-being and serves as a key pillar of sustainable strategies. Collaborative governance mechanisms help address management, technical, financial challenges in urban development. The renovation old residential communities within the context renewal becoming focal point Chinese cities. To promote China, this study introduces collaborative mechanism government–social capital cooperation identifies factors influencing social participation A hybrid approach proposed, combining grounded theory, IGAHP subjective weighting, CRITIC objective game ISM. This applied to identify, evaluate, analyze driving communities. results indicate that government incentives constraints, policy support, costs benefits implementing renovation, technologies, construction technical abilities significantly influence decision-making capital. findings provide theoretical support by governments participating offer methodological reference analyzing other projects further formulation. Future research should focus on examining involvement types projects.

Urban experiments are widely acknowledged as key vehicles for testing and implementing greener alternatives in real-life urban settings. Less studied, however, the everyday governance practices through which actors involved attempt to co-materialize change. Mobilizing concept of socio-material tensions, this paper sheds light on how engage with barriers but also opportunities stemming from social material realities navigate. Through empirical analysis Living Laboratories (ULLs) fostering Nature-based Solutions Turin (Italy), tensions analysed starting strategic choice intervention sites, moving incremental embedding within spatial fabric city, then addressing challenge leaving a legacy that goes beyond short-term initiatives. Learning analysis, highlights tactics used navigate tensions; these can inform greening across many contexts.
