Abstract Grand sustainability challenges span multiple sectors and fields of policymaking. Novel technologies that respond to these may trigger the emergence new policy subsystems at intersection established sectors. We develop a framework addresses complexities ‘multi-system settings.’ Empirically, we explore belief coalition formation in nascent subsystem around hydrogen Germany, which emerges electricity, transport, heating, industry is characterised by broad range actors from different sectoral backgrounds. find two coalitions: rather unusual industry, NGOs, research institutes as well an expectable gas heat sector actors. Actors disagree over production, application, import standards for hydrogen. However, there widespread support strong role state across almost all explain our findings combining insights advocacy politics transitions: Belief are influenced backgrounds actors, technology characteristics, trust former contacts. Our study contributes better understanding early stages multi-system setting.

Abstract Background The residential heating sector in many European countries requires a fundamental transformation if it is to become climate neutral. Besides the introduction of efficiency measures and updating systems, scholars practitioners consider replacing fossil fuels existing systems viable approach. Drop-in renewable gases such as biomethane synthetic natural gas (SNG) cause considerably fewer carbon dioxide (CO 2 ) emissions than can be used boilers, dominant system countries. To move ongoing debate around e-fuels forward, this study reports on Discrete Choice Experiment with 512 respondents Germany that analyzed consumer preferences willingness pay (WTP) for SNG. I build these insights by comparing WTP production costs, making evidence-based decision-making possible. Results results show consumers prefer over gas. Comparing two types gases, SNG biomethane, reveals clearly favor latter despite criticism has come under last 10–15 years. Consumers surprisingly high increasing shares SNG, premia 40 almost 70% gas-based tariff. costs only tariffs small (5% 10%) offered at cost-covering prices. Conclusions Given urgent need transition sector, marketers policymakers should carefully whether worth channeling rather unknown expensive product like into voluntary market gas, especially already established cheaper more popular alternative.

Hydrogen receives revived attention as part of climate change and energy transition strategies. In Germany, hydrogen has become a central component the policy. The government published national strategy in 2020. aim this paper is to understand how interactions between policy mix actor strategies influence development pathways Germany. research builds on concepts mixes. Methodologically, combines mapping with an analysis stakeholder interviews. shows relatively coherent, consistent credible mix, but slow progress 'on ground'. This can be explained various uncertainties, including disagreements actors about desirable pathways, which led some adopt 'wait see' strategy. study contributes literature politics by proposing framework for analysing interplay
