Abstract International organizations (IOs) need to learn from their mistakes in order improve performance. Over the past decades, IOs have therefore invested significantly building a professional learning infrastructure. However, as recent studies show, many still struggle mistakes. Why do not despite all these formal processes and tools? I argue that internal “criticism culture”—the way deal with criticism own employees—is an overlooked but crucial variable can help us explain lack of IOs. To illustrate this argument, draw on in-depth case study UN Secretariat more than 50 interviews staff members. First, show culture Secretariat’s Peace Security Pillar is repressive self-restrained. Second, demonstrate leads double blockade prevents organization’s infrastructure performing intended: employees dare voice official formats, “learning products” are glossed over they move up ranks. As consequence, IO lacks necessary stimulus for learning, which results performance problems.
