Abstract Despite widespread support for integrated service delivery (ISD), the challenges of making ISD a sustainable feature public sector remain unresolved. This article offers new insights to this persistent challenge by developing novel theoretical framework, inspired perspective institutional complexity, and applying it case Danish job centers. We demonstrate how contradictory layered nature governance arrangements simultaneously pose demands integration ‐separation on Consequently, center managers can neither prioritize one nor blend them into hybrid practices. Instead, their attempts further inherently temporary—as they are continuously forced reverse back old organizational boundaries, oscillate between work processes supporting separation, rebuild collaborative relations. The thus caught in “frenetic standstill,” which hinders organizing ISD.
