Public Support for Green, Inclusive, and Resilient Growth Conditionality in International Monetary Fund Bailouts

Abstract
The
International
Monetary
Fund
(IMF)
has
recently
expanded
its
policy
scope
to
include
a
broader
set
of
policies
promote
green,
inclusive,
and
resilient
growth.
How
does
this
expansion
affect
the
support
for
IMF
loans
among
populations
borrowing
countries?
We
conducted
pre-registered
survey
experiment
with
2,694
respondents
from
three
borrower
countries—Argentina,
Kenya,
Pakistan.
show
that
programs
increases
by
approximately
24
percent
compared
traditional
when
includes
good
governance,
anti-poverty,
climate
change,
gender
equality
measures
in
programs.
Our
results
imply
people
do
not
uniformly
reject
imposition
global
governance
institutions
but
have
well-defined
preferences
over
measures.

contribute
debates
on
backlash
against
international

citizens

willing
accept
sovereignty
