Developing
artificial
intelligence
(AI)
is
a
priority
on
China's
state
agenda,
yet
the
constitutive
roles
in
AI
development
are
understudied.
Against
background
of
coexistence
authoritarianism
and
market
liberalism
governance
Chinese
economy,
rescaling
useful
lens
to
understand
how
China
developing
this
new
strategic
sector.
This
paper
proposes
an
analytical
framework
reifying
vertical
horizontal
scalar
relations
via
three
(owner,
promoter,
supervisor)
explore
government-business
relationships
made.
More
than
100
policy
documents
have
been
collected
from
central,
provincial,
city
levels
for
systematic
multi-scalar
analysis.
As

captures
both
downscaling/upscaling
within
hierarchy
statization/destatization
between
non-state
actors
development.

global
sample

synthetic
controls,

show
that

Huawei
depends
preexisting
political
institutions
in
countries.

autocracies,
facilitates
repression.

democracies,

to

How
do
protests
shape
incumbent
support
in
lower-income
democracies?
Protests
serve
an
accountability
function
by
informing
voters
about
government
performance,
but
can
also
polarise
opinion
around
pre-existing
social
and
political
identities.
Leveraging
anti-government
demonstration
Ghana
that
intersected
original
survey
the
field,
we
find
respondents
interviewed
immediately
after
protest
are
more
trusting
approving
of
President.
This
effect
is
robust
across
multiple
bandwidths,
specifications,
placebo
tests,
driven
those
who
voted
for
ruling
party
at
previous
election.
Our
findings
consistent
with
theories
identity
group
threat,
where
supporters
unpopular
administration
rally
to
their
in-group’s
defence.
By
contrast,
does
nothing
shift
opposition
voters’
strongly
negative
prior
beliefs.
We
show
how
sometimes
bolster
support,
extending
study
partisanship
politics
understudied
democratic
context.
