ABSTRACT The inconsistent effectiveness of digitization project implementation in Technical and Vocational Education Training (TVET) institutions, often due to poor process quality inadequate monitoring, presents a significant challenge. Grounded Agency Theory as the foundational framework supported by DeLone & McLean Information Systems Success Model Dynamic Capabilities Framework, this study examines how quality, goal conflict, communication influence outcomes TVET institutions. Adopting pragmatic stance, an abductive approach, design science methodology, research provides for stakeholders optimize projects. Data from 100 participants, analyzed using structural equation modeling, reveal that significantly enhances communication, predicting effectiveness. Monitoring plays mediating role, while inverse relationship is observed between conflict. shows high validity reliability, with all variables having Cronbach's alpha above 0.7. Recommendations include addressing power struggles reducing political influences prioritizing improve outcomes. findings offer practical guidance policymakers practitioners educational technology integration, particularly developing economies.
