Performance measurement systems (PMS) are increasingly recognized as essential tools in healthcare services. However, there remains a significant gap the literature regarding their development, implementation, and impact on primary health care (PHC). This study aims to systematically review peer-reviewed identify analyze existing constructs, methodologies, challenges associated with PMS settings worldwide. systematic follows PRISMA guidelines regarded gold standard for evidence synthesis scientific grey literature. The quality of selected studies was assessed using Rosalind Franklin Qualitative Research Appraisal Instrument (RF-QRA), focusing transferability, reliability, credibility, confirmability. From an initial pool 167 articles, 14 were in-depth analysis. These highlighted several challenges, including difficulties evaluating post-implementation within units, limited longitudinal monitoring performance indicators, inconsistencies methodological approaches. findings also revealed that regional, operational, cultural contexts influenced most adaptations. offers comprehensive diagnosis best models implemented globally over past five years, emphasizing heterogeneity, diversification, reliability. underscore potential inform public policies achieve high-performance enhance decision-making processes at both operational managerial levels.
