The present paper contributes to the literature in two ways. First, it develops a novel p, q Quasirung Orthopair Fuzzy (p, QOF) based group decision making framework modify recently developed multi-criteria (MCDM) model such as Comparisons between Ranked Criteria (COBRAC). Second, ruminates on Strength-Weakness-Opportunity-Threat (SWOT) of sugarcane supply chain (SSC) India vis-à-vis adaptation advanced technologies featuring Industry 4.0. To set sub-factors various dimensions SWOT, theoretical ground Technology-Organization-Environment (TOE) has been used. SWOT have derived through an informal in-depth discussion with experts sugar industry. The present study introduces an innovative approach to multi-criteria decision making (MCDM) aimed at handling analysis involving p,qrung orthopair fuzzy (p,qROF) data, where the criteria weights are completely unknown. Linguistic term fuzzy sets provide an intuitive way to express preferences, enhancing understanding and communication among decision-makers. In this article, we introduce the novel concept of p,q-quasirung orthopair linguistic (p,q-QOFLSs), which merge principles (p,q-QOFSs) with sets. This new framework offers a more robust approach handle uncertain imprecise information in decision-making processes, characterized by membership non-membership degrees. We establish several fundamental operational laws, alongside score accuracy functions, facilitate comparison numbers. Leveraging these propose series weighted averaging geometric operators under p,q-QOFLSs. Furthermore, formulate multi-attribute methodology using operators.
