Abstract Digital twins are a new paradigm for our time, offering the possibility of interconnected virtual representations real world. The concept is very versatile and has been adopted by multiple communities practice, policymakers, researchers, innovators. A significant part digital twin about interconnecting objects, many which have previously not combined. As result, members newly forming community often talking at cross-purposes, based on different starting points, assumptions, cultural practices. This study combines innovation resistance theory, the stimulus–organism–response (SOR) framework, and job demands–resources model to facilitate an in-depth exploration of barriers faced by healthcare professionals psychological responses they exhibit when adopting AI-supported technologies. In recent years, Digital Twins (DTs) implementation has significantly impacted various sectors like industry, healthcare, engineering, and technology. However, the examination of these areas concerning pandemic management is still in its early stages. To bridge this gap, a systematic literature review was conducted here spanning from 2017 to March 2024, with specific focus on COVID-19-related issues 2020 2024. Employing five-step filtering process, nearly 10,000 articles were initially identified based search strings. Subsequently, 297 publications selected examined across pre-pandemic, pandemic, post-pandemic phases discern emerging patterns, limitations, future research directions. Drawing insights, concept for 'Digital-Twin-based Smart Pandemic City' proposed, aiming ensure contemporary amenities while preparing potential pandemics by leveraging advanced cloud storage blockchain technology secure data aggregation.
