Over the past decades, there has been a rapid adoption of electric vehicles (EVs) and gradual reduction in number Gas Stations, aligning with carbon neutrality objectives. Major oil companies, like Shell, are transferring Stations to Charging supported by UK government incentives stimulate charging infrastructure. This paper systematically investigates three key stakeholders: government, investors, end-users, examining their interactions transition stations, evaluating economic intrinsic competition relationships. The research aims to improve the regulatory framework governing procedure for determining estimated load of public buildings when integrating charging infrastructure electric vehicles into electrical installations these buildings. The rapid growth of EVs relies on the development supporting infrastructure, e.g., charging stations (CSs). sizing problem a CS typically involves minimizing investment costs. Therefore, flexible and precise strategy is crucial. However, existing methods suffer from following issues: (1) they do not consider station deployments based stack; (2) strategies smart technology single scenario fail to meet demand for operation under multiple scenarios in real-life situations. This paper proposes novel framework specific stacks overcome these challenges. Specifically, it first addresses charging-stack-based problem, then corresponding multiscenario constraints, i.e., exclusive shared, capacity-setting optimization. In addition, quality service (QoS) formulation also proposed better relate user QoS levels problem. Finally, explores relationship between costs total power needed stack three business models. Extensive experiments show that can offer valuable guidance operators competitive environments.
