Conventional motorcycles with internal combustion engines have significantly contributed to air pollution in Southeast Asia, posing challenges achieving the ambitious net-zero emissions targets ratified by ASEAN member countries. In response, countries begun adopt electric vehicles achieve this target, especially (EMs). However, implementation of EMs faced several obstacles, notably limited battery range and insufficient charging infrastructure. Addressing these issues requires a huge investment from EM users infrastructure providers. The government also plays significant role improving climate for ecosystem providing financial incentives. This research aimed model cost variables evaluate cost-effectiveness subsidies their Malaysia using an equivalent annual (EAC) determine whether increasing capacity or would be more favorable. Data were collected through interviews dealers, agency, vehicle experts, surveys Malaysia, supplemented secondary data articles, regulations, current news related policies implemented Malaysia. Surveys relevant stakeholders conducted identify that influenced ownership operation study found Scenario 1 (subsidize purchases while excluding purchase subsidy) was optimal subsidy strategy government. reduced EAC value, which is burden users, 10.06% (for swap system users) 5.84% direct users). Additionally, encouraging use systems profitable than systems. findings provide some insights about most cost-efficient scenario overcoming fostering win–win situation both Thus, accelerating adoption forms part government’s goal emissions.
