Purpose of the study: This study aims to develop a valid, reliable, and culturally relevant evaluation instrument for assessing pedagogical competencies teacher candidates in Professional Teacher Education Program (PPG) at elementary school level, based on Condition Learning theory. Methodology: The employed quantitative approach with validation by six experts field testing involving 100 candidates. Data analysis included Cronbach's Alpha reliability measurement. design adhered principles, integrating cultural relevance evaluation. Main Findings: Validation scores ranged from 4.3 5.0 across aspects, score 0.72 (Cronbach's Alpha). The promotion of effective teacher professional development (ETPD) is a critical issue in the field education. present study investigated how ETPD affected simultaneously by teacher- and school-level factors across United States, China, Finland, Singapore. data were drawn from Teaching Learning International Survey (TALIS 2018) analyzed using hierarchical linear model. Findings showed that scores on social utility motivation to teach, self-efficacy student engagement, school participative climate positively significantly correlated with four countries. Abstract This study presents findings on the effectiveness and perception of teacher professional development in online-only blended learning (BL) formats.
