ABSTRACT This paper provides a comprehensive review of slacks‐based measure (SBM) models within the nonparametric data envelopment analysis (DEA) framework. The reveals that development and modifications SBM have progressed in multiple directions. Key areas modification include (1) nature inputs outputs, (2) specificity, (3) super‐efficiency for ranking decision‐making units, (4) inclusion networks organizational structures or production processes, (5) dynamic analysis, (6) various other methodological aspects. Increasingly, complex addressing aspects, such as input/output characteristics are appearing literature. Another notable trend is integration proposals from different authors into unified models. Thus, contribute achievement SDG Target 6.4 close a research gap in SDGs' progress, this paper carries out usage efficiency analysis 126 countries leveraging AQUASTAT database maintained by Food Agriculture Organization United Nations (FAO), providing information that can help assess promote sustainable management water. methodology uses conceptual model considers Water Withdrawal (WW) stage Productivity (WP) stage, each one with its own set variables, designing customised non-parametric frontier solution identifies best practices them as benchmarks for global usage. In particular, proposed approach non-radial Directional Distance Function (DDF) estimates inefficiency along different dimensions, both desirable undesirable, quantifying potential improvement computing an score whole system. Ports play a crucial role in facilitating global trade and logistics, serving as vital hubs that connect countries continents. However, they are susceptible to disruptions disasters due their natural characteristics, while resilience is essential for maintaining regular operations, especially the face of disruptions. From perspective inputs outputs, this study evaluates nine major Chinese ports from 2011 2021, using super-efficiency slacks-based measure network data envelopment analysis (SBM-NDEA). This approach extends beyond evaluating port's internal capacities, incorporating urban economic factors critical ensuring long-term resilience.
