The

Abstract
This
paper
examines
how
performance
information
affects
public
officials’
preferences
for
policy
instruments
in
visible
goods
(e.g.,
above-ground
roads
and
parks)
invisible
below-ground
sewage
systems)
domains.
Using
a
survey
experiment
with
1,171
Chinese
officials,
we
find
that
the
domain,
regardless
of
information,
officials
prefer
market-oriented
indirect
outsourcing,
subsidies)
over
government-oriented
direct
government
provision),

avoiding
blame
is

motivations

their
preferences.

contrast,
