The built environment plays a central role in the transition towards circular economy as they concentrate major consumer and polluter human activities. Hiding Behind the Curtain: Performance Information and Public Officials’ Policy Instrument Preferences in Visible and Invisible Domains DOI

Abstract This paper examines how performance information affects public officials’ preferences for policy instruments in visible goods (e.g., above-ground roads and parks) invisible below-ground sewage systems) domains. Using a survey experiment with 1,171 Chinese officials, we find that the domain, regardless of information, officials prefer market-oriented indirect outsourcing, subsidies) over government-oriented direct government provision), suggesting avoiding blame is key motivations understanding their preferences. In contrast, plays limited role prioritizing effectiveness legitimacy choice instruments. These findings suggest management systems alone may not be sufficient to incentivize proactive governance. Land use and development has a pivotal role in building sustainable future societies. Municipalities contribute to this effort by applying set of land policy instruments advance their selected objectives. The way which municipality chooses activate these is called strategy. literature recognizes the diversity strategies within single-country context, but as yet there been no systematic comprehensive examination practices find out what extent how municipalities' approaches differ from each other. To address gap, study examines Finnish municipalities constructing an empirically grounded typology current strategies. Drawing on extensive data 30 most populated municipalities, we identify five strategy types: banking based active policy, growth-oriented regional vitality driven housing policy-oriented private focused policy. types are characterized differences along six dimensions, namely objectives, public acquisition, public-private cooperation, allocations, economic incentives, information steering facilitation. contributes deeper understanding variation commonality local government authorities.
