Active labor market programs (ALMPs) are widely used to speed up return work among the unemployed. We examine their long-run effects on employment- and health-related outcomes for different target groups, arguing that ALMPs associated with heterogeneous groups may even detrimentally influence mental health most disadvantaged groups. Based on a systematic review of 119 articles and working papers, we provide an overview how admin- istrative burdens in citizen-state interactions have been studied since the inception research agenda 2012.
