ABSTRACT This paper examines how contractual governance in a public–private partnership evolved over 16‐year period. It adopts novel approach by revisiting an earlier analysis of Ireland's first PPP contract for school's infrastructure. We examine at two distinct levels: the management level (between government and contractor) operational school principals facilities managers). find that between contracting parties has remained transactional but is now characterized higher levels trust cooperation. However, we shifted from to relational level. A number factors have contributed evolution toward increased governance. These include transfer newly established specialized procurement agency, changes personnel involved project, adoption more devolved through introduction on‐site managers.
