The egregious, global problem of athlete abuse, particularly the physical and mental manipulation exploitation young athletes, continues unabated. Within United States, high profile media cases such as USA Gymnastics scandal led to passing specific legislation which restructured empowered U.S. Centre for SafeSport end abuse. Despite these developments, significant challenges remain, with many stakeholders questioning SafeSport's ability keep athletes safe. We theorize recent developments through a polycentric governance lens, demonstrating how ongoing events can be explained by poorly conceived structural arrangements inadequate processes that have ineffective co-ordination across regime. Findings present analysis examining causes implications future SafeSport.

Polycentric systems are widespread globally and studied extensively, but cross-sectional studies more prominent than longitudinal studies, limited attention has been paid to how polycentric develop. We present an evolutionary framework help identify the dynamic factors that shape system variations drive particular trajectories of formation. Building on prior work, we argue institutions for resource management emerge out spatially delimited conflicts over use externalities they entail. Abstract The threat of service failures because climate shocks can provoke a re‐negotiation roles and responsibilities among private public actors, shift towards more polycentric arrangements. This research builds on frameworks for documenting the emergence evolution governance arrangements through an analysis enrollment corporate actors in water provisioning services response to “Day Zero” 2017–2018 drought Cape Town, South Africa. Through interview data, we document motivations municipal coordinate their efforts address acute shortages novel venue mechanism: Water Service Intermediaries.
