ABSTRACT In South Africa, as globally, scholars in public policy, administration, and governance have acknowledged the necessity of integrated policy approaches to address complex, cross‐sectoral, multilevel government issues. Abstract Policy incoherence is an omnipresent challenge in public administration. Focusing on the joint implementation of European Water Framework Directive and Habitats Directive, we analyze how administrative fragmentation hampers river restoration projects at sub-national level Germany. By shifting analytical focus to institutional factors, reveal barriers institutional, processual individual levels. We find that failure stems not only from practical hurdles, such as lack resources, information, or manpower, but also more fundamental flaws arrangements. Based a multi-stakeholder consultation, argue both bottom-up top-down approaches can support better coordination local mandate for implementation. Policy integration has become an important principle guiding public policy development. Despite its prominence, we lack comprehensive knowledge of the exact degree and variation across sectors time, mainly due to systematic measurement approaches. We address this shortcoming by (1) developing a novel measure that evaluates intersectorality legal acts (2) assessing development in European Union over four decades (1977–2019) for 16 sectors.
