Institutions are the rules of game that guide policy behavior. Yet, and administration literature on institutions institutional design have been developed largely in parallel to behavior network literatures. Drawing insights from both, we apply Institutional Grammar Tool along with survey data assess how addressing collective action problems result variations designs influence Our case is New York City Watersheds, where City, local governments, State, Federal government agreed secure access high‐quality, unfiltered drinking water for City. Despite a long history conflict, parties devised complex governing arrangement created credible commitments while providing variety public goods. Results show rule configurations differ depending whether they create or provide goods, commitment collaboration patterns among stakeholders.
