Reducing the academic burden on students and fostering their holistic development is a global imperative. To tackle this challenge, Chinese government introduced "Opinions Further Homework Extracurricular Training Burden of Students in Compulsory Education" 2021, known as "Double Reduction" education policy, with three-year target for significant outcomes. As deadline approaches, phased evaluation policy's implementation crucial to streamline processes, allocate educational resources sensibly, amend policy regulations, delineate future directions. Diverging from past approaches reliant static large-scale questionnaire surveys, study engaged teachers, students, parents compulsory stage through comprehensive interview surveys. A total 352 participants were interviewed, comprising 114 118 124 parents, yielding nearly 250,000 words data. Utilizing stakeholder, goal achievement, incidental effect models, comprehensively evaluated effectiveness "double reduction" stage. Purpose: This paper investigated the prevalence of mobile phone dependence (MPD) and its associated with learning burnout under "double reduction" policy among adolescents in Guizhou Province western China.
