The article focuses on developing a methodology for energy diagnostics in intermediate Colombian municipalities as an initial stage implementing Municipal Energy Management System. study is conducted the municipality of Sabanalarga during period from 2010 to 2022. consists four key steps: socioeconomic characterization, energetic supply-side analysis, demand-side and assessment performance indicators effective planning. results indicate that, although agriculture primary driver local economy, transportation residential sectors are largest consumers. Lower-income residents, who have limited access modern services, consume less electricity per capita compared higher-income residents. In rural areas, lower-income households primarily rely firewood cooking. Additionally, due low level industrialization, both power intensity fall below national average. To support municipal authorities making informed decisions, development management system essential.
