Vigorously developing the digital economy is a future national strategy of Chinese government, and sustainable development industrial chain challenge for enterprises. This study explores the influence of Digital Economy (DE) on Energy Trilemma (ET) across Chinese cities from 2008 to 2021. Leveraging an extensive panel dataset encompassing 276 cities, we constructed a city-level ET index, categorized using k-means clustering, and employed IV-GMM regression scrutinize impact DE. Our findings reveal that DE is instrumental in tackling issues, with significant variations attributed city-specific attributes, including centralized heating systems complexity urban terrain. The mediation analysis pinpoints optimization industrial structures, technological progress, attraction foreign investment as key conduits through which exerts its ET. Carbon emission efficiency (CEE) reflects the interplay between carbon emissions and economy, which refers to achieving more economic benefits lower while considering energy, labor, capital inputs. Assessing regional CEE is crucial for evaluating level of China's low-carbon development. Thus, this paper proposes a scenario-based hybrid model with foresight perspective game cross-efficiency (GCE) analysis. It measures future 41 Yangtze River Delta (YRD) cities from 2023 2030.
