The
influx
of
digital
platforms
into
the
mobility
sector
has
created
a
myriad
new
forms
services
in
urban
transport.The
proliferation

questions

Abstract
Transnational
municipal
networks
(TMNs)
have
been
heralded
as
actors
that
can
avert
a
climate
catastrophe
by
filling
the
“emission
gaps”
left
national
policies.
But
these
reduce
carbon
pollution
of
power
plants,
world’s
largest
sites
climate-disrupting
emissions?
Using
an
international
data
source
on
individual
we
empirically
analyze
this
issue.
Findings
reveal
after
accounting
for
their
structural
properties
and
policies
to
which
they
are
subject,
plants
emit
less
CO
2
when
nested
in
cities

TMNs

Abstract
In
order
to
meet
regional
and
national
climate
neutrality
goals,
decentralisation
has
placed
the
energy
sector
under
local
government
governance,
pushing
municipalities
take
a
more
active
role
in
planning
decarbonisation.
This
study
attempted
assess
extent
which
municipal
efforts
have
been
successful
adaptation
of
low-carbon
systems,
what
is
current
state
initiatives
concerning
transitions.

composite
index

constructed,

nine
indicators
