The stability of municipal revenues is crucial for long-term socio-economic planning at the city level. This paper presents impact changes in legal regulations mandating transformation perpetual usufruct into ownership on preferential terms. Using micro-level information transactions and plots handed over single-family housing, we determined potential losses City Poznan caused by new regulations. research uses mass appraisal models to assess fees related land value properties affected transformation, scenario analysis, Monte-Carlo simulation evaluate consequences change regulation long run. results indicate that municipalities are deprived relatively stable after reform. In Poznan, net present revenue ranged from −327.3 mln PLN −419.6 (74.6 % 92.9 reduction baseline revenues, respectively). Spatial heterogeneity across multiple scales is a common issue in various disciplines including economics and public health. Geographically weighted quantile regression (GWQR) addresses this by assuming the same spatial scale for all modelled processes at each quantile. This paper introduces multiscale geographically (MGWQR) that allows different to operate entire response distribution. The methodology estimates optimal bandwidths of distribution using back-fitting algorithm, with selection done within algorithm golden search optimisation method. The COVID-19 pandemic that started in early 2020 and the Russian invasion of Ukraine February 2022 caused multidimensional shocks to housing market. Understanding their micro-level impact is crucial optimizing future responses similar shocks, designing sustainable urban socio-economic policies, investing. Based on hedonic Spatial Error Model for local rental market Poland, during pandemic, valuation leisure-related apartment characteristics (the availability a balcony private garden) increased. As tenants spent more time at home or neighbourhood, proximity green areas became increasingly important, relevance university buildings decreased. Then, amidst war, reluctance use gas heating has been noticed. Combined with observed price premium location apartments revitalised tenement houses, this means modernisation historic stock not only ecologically desired, but also capitalised achieved rents. rent change throughout estimated -6.7%, while war-related crisis, +29.7%. Finally, low sensitivity indices detected changes rent-setting factors found.
