There is a consistent lack of consensus on critical elements in the study construction governance. To advance practice and theoretical development project governance, this paper aims to construct scale for governance capabilities participants projects. By employing agency theory, stakeholder resource dependence transaction cost economics, examines projects conceptualizes comprehensive framework capabilities. Based post-positivism, triangulation method was used collect data, Governance Capability Scale developed through pre-survey formal research. The research findings identify across eight dimensions 47 measurement items, encompassing business, finance, human resources, learning innovation, marketing, organizational management, procurement. has satisfactory applicability. Among these constructs, only management negatively correlated with other constructs. significantly clarify capability constructs aiding managers achieving refined during construction.
