This study aimed to analyze the efficiency of oral health resource allocation in public medical institutions Yunnan Province at end 13th Five-Year Plan period China. Objective This study aims to assess the efficiency and productivity of Luohu Hospital Group after reform identify factors influencing support future development medical consortia. Methods Data on health resources from Shenzhen for years 2015 2021 were analyzed using super-efficiency slack-based measure data envelopment analysis (SE-SBM-DEA) model, Malmquist index (MPI), Tobit regression evaluate changes in determinants post-reform. Results After reform, resource allocation within improved by 33.87%. Community centers (CHCs) group had an average score 1.046. Moreover, Group’s total factor change (TFPCH) increased 2.5%, primarily due gains technical (EFFCH), which offset declines progress (TECHCH). The scores CHCs notably affected ratio general practitioners (GPs) technicians availability home hospital beds. Conclusion healthcare system has shown preliminary success, but continuous monitoring is necessary. Future strategies should focus strengthening technological innovation, training GPs, implementing bed policy. These efforts will optimize integration consortium.
