Cities learning from or with each other – city to (C2C) is the focus of analysis for this systematic literature review. This research paper sought understand C2C by examining conceptual, methodological, and empirical evidence. Conceptually, found few definitions learning. By formulating a definition as well building process-and-outcome model, which integrates different phases, mechanisms, conditions, effects, contributes furthering conceptual debate clarity on defined here dynamic yet sequential mutual process participated in cities their representatives starts exploration, followed acquisition, utilization, internalization. Each phase activated specific mechanisms can be influenced conditions that lead multiplicity outcomes. For future research, more diverse methodologies, such use non-qualitative longitudinal studies, are suggested. Lastly, further analysis, make proposed recommended. Overall, it important investigate link(s) between (wider patterns of) processes, under works, (the outcomes across contexts.

Abstract An emerging body of scholarship suggests that "Western" notions policy analysis may not be relevant in "Eastern" jurisdictions, and non-Western countries, particularly Asia, have their own local analytical style or tradition. However, many Asian little is known about the work public sector analysts do. Using data from a survey focus groups, this article investigates capacity provincial government West Java, Indonesia. Depopulation is a major drawback for local government when it comes to managing technical infrastructure. In water and wastewater systems management, overcapacity not only problem in economic terms. addition, brings with serious problems can also cause health residents. the context of Sweden, previous studies have recognised that shrinking municipalities fail plan or maintain their fixed assets adequately, despite clear goals guidelines stating each generation should pay its legitimate share what municipal operations cost.
