Abstract This article applies the concept of transaction to process policy transfer, through case conflict interest regulation in France, using archives, documentary sources, and interviews with stakeholders. It contributes literature on translation by clarifying role contingency , which remains underspecified. shows that timing matters two ways: it affects actors' ability open a window, ultimately problem definition future implementation instruments practices. explores construction situation as scandal, making necessary adapt transferred ideas political context, where “shock moralization” was seen necessary. also offers an opportunity enrich scholarship application transnational policymaking, definitions solutions are imported from elsewhere foreign or actors contribute co‐construction issues.
