Abstract To deal with the increasing number of climate disasters and negative impacts change, cities need to improve their resilience. This may influence process industrial ecological transformation. paper uses pilot policy climate‐resilient city construction (CRCC) in 2017 as a natural experiment. Using data from 278 China 2012 2021, we use difference‐in‐differences (DID) model explore impact governance on transformation (IET). The results are follows. First, actions can promote transformation, this positive effect is still significant after robustness tests. Second, mechanism suggests that facilitates by promoting technological advancement improving urban energy efficiency. Third, there obvious heterogeneity It has stronger non‐old bases central cities. In addition, further examined using double machine learning (DML). provides an important reference for regional coordinated development policies continuously construction.
