This research presents the development and implementation of a document management monitoring system aimed at addressing persistent challenges inefficient in Philippine government sector. Utilizing Agile Scrum methodology, was designed with four key modules: user access roles, management, tracking, reporting. The initially deployed evaluated Department Interior Local Government (DILG) Negros Occidental, where it assessed by personnel using standardized evaluation instrument. results indicated significant reduction organization's workload retrieval time, demonstrating system's effectiveness enhancing operational efficiency. cloud-based storage version control features have notably improved collaboration, while integrated module ensures robust security compliance. digital solution addresses shortcomings traditional aligns broader governmental goal transformation. developed this study offers scalable for both non-government organizations to streamline processes. Furthermore, contributes United Nations' Sustainable Development Goals promoting innovative technologies infrastructure enhance services operations.

Abstract The article examines the principle of transparency as a cornerstone rule law and deterrent to power misuse. Effective efficient means must be used ensure access government information. However, under EU Czech law, persons legally bound provide information are entitled request reimbursements their costs. Contrarily, Tromsø Convention does not allow reimbursement extensive search. This investigates whether these impede Supreme Administrative Court’s Constitutional case defining conditions costs is analysed.
