As one of the Penta Helix elements in crisis management, Muhammadiyah conducted humanitarian efforts throughout pandemic, notably East Kalimantan, through COVID-19 Command Center (MCCC). a collective memory Kalimantan during height this study attempts to present an overview all volunteer activities by MCCC Balikpapan and Samarinda pandemic. Descriptive analysis qualitative technique are utilized study. To gather primary data, two informants from four were interviewed. Secondary data came reporting documents Disaster Management (MDMC) which located Google search for pertinent terms. The following study's findings: (1) In Samarinda, volunteers took part emergency response disaster risk mitigation operations. (2) They give medical aid, apply disinfectants, conduct out programs related food security. (3) go long way help others. living examples that since they have survived COVID. During peak individual was hospitalized, others forced self-isolate, there no reports media about any philanthropic activities. conclusion, as at high danger their goodness cannot be questioned.

Indonesia is a Muslim-majority country that has enacted Law Number 1 of 2023 concerning the Criminal Code as common ideal between state and its citizens in creating harmony life. In democratic country, law-making process must open to public participation form manifestation determination society’s living values, providing legitimacy for formation law. This study focuses on discussing how much aspirations Muslims are adopted by drafting new Code, especially issues related Islamic morality, such pornography, displaying contraceptives, adultery, cohabitation, abortion, blasphemy. uses qualitative research methods with maslaha theory approach. The data sources laws regulations, minutes DPR sessions, community. concludes shows an increase meaningful participation, which includes three prerequisites: right be heard, have their opinions considered, receive explanation. at “partnership” level “degrees citizen power” category ladder scheme.
