The learning model plays a crucial role in ensuring students' conceptual understanding through active and meaningful experiences. A structured collaborative fosters conducive environment, encouraging students to actively grasp concepts. This study aims develop Problem-Based Learning (PBL) assisted by manipulative media enhance elementary of area volume measurement. follows Research & Development approach using the ADDIE model, with fourth-grade as research subjects. Data collection techniques include interviews, classroom observations, tests. data were analyzed qualitatively descriptive analysis. findings reveal that became more engaged process able connect abstract concepts hands-on practice media. independent activity level reached 91.84%, while group activities achieved 96.85% first session 97.30% second session. test results on measurement indicated mastery rate 96.76%. Students' fell into very high category, percentage between 85-100% based Criterion-Referenced Assessment scale. concludes implementing PBL effectively enhances promotes their participation problem-solving activities.
