Equity, Diversity, and Inclusion (EDI) through strategic policy development has been at the forefront of institutional change, especially within higher education sector. Canadian colleges have a large equity-seeking student population due to their open admission structure, but despite this, there are implicit biases actions that impede students' learning experience. Limited literature exists around how approached EDI development; thus, this paper initiates unpacking evident – practice disconnect by asking: 'How do understand equity, diversity, inclusion as articulated in documents?' To address study employs Critical Policy Analysis (CPA) its main research method deconstruct narratives found purposefully sampled documents including: 1) policies procedure; 2) multi-year plans; 3) EDI-based plans performance reports. Results indicate tend be selective usage definitions. There is also tendency use ambiguous language EDI, which makes it difficult mobilise knowledge effectively approach equity directly.
