In 2024, the All-Russian Institute of Plant Genetic Resources (VIR), world’s oldest scientific institution dedicated to plant genetic resources (PGR), celebrates its 130th anniversary. Founded as Bureau Applied Botany in late 19th century, VIR has evolved into a globally recognized institute, currently also known National Center for Resources. It preserves collection more than 320,000 unique accessions from 64 botanical families, 376 genera and 2,169 species. The Institute’s mission includes systematic collection, comprehensive study, long-term conservation sustainable utilization PGR. foundation most VIR’s research endeavours was laid by Nikolay Vavilov, prominent botanist, geneticist, breeder scientist with an encyclopedic scope knowledge. A key strength always been extensive cooperation global, regional international organizations, well institutes, universities breeding centres many countries around world. Today, PGR, continues build on this legacy. Its efforts include development legislative platform Russia fostering continuing vision Vavilov.

Under the auspices of 5 th Vavilov International Conference held in St. Petersburg on 21–25 November 2022, eight events were conservation, development, study and practical use plant genetic resources (PGR) collections, as well scientific heritage Nikolay Ivanovich development schools founded by him activities his associates followers. In view modern context new trends science, fundamental knowledge, methods technologies, climatic economic challenges, N.I. plays a big role for technological development. A total 185 oral presentations was made at Conference. Meetings attracted over 330 participants. This publication reflects main objectives content performed contains key recommendations emanating from Conference, including (1) PGR, those multidisciplinary basis; (2) to ensure coordination field research, breeding seed production; (3) normative legislative regulation sphere breeding, production, maintenance resource collections; (4) training, guidance education. Presentations show that past five years there has been significant increase methodical approaches, i.e. molecular-genetic, genomic omics PGR research. All this provides solid basis (Next-Generation Breeding). At same time, it is emphasized technologies based acquired can lead further progress not isolation from, but conjunction with amassed classical breeding. Among discussed proposed issues, Resolution identifies requiring special urgent attention: need legislate preservation expansion crop diversity State Register Varieties Hybrids Agricultural Plants Approved Use; inadmissibility reducing list these crops; number state variety testing sites; time limits three two or one year; (5) bring concepts “genetic passportˮ passportizationˮ used legal regulatory acts canonical understanding document reflecting individual features an organism (cultivar/hybrid/breed/strain), which make possible distinguish its genotype other organisms (cultivars/hybrids/breeds/ strains) particular species carefully elaborate certification each crop, taking into account all types markers (molecular-genetic (DNA markers), protein morphological markers). The also noted under conditions increasing climate change sudden unpredictable fluctuations, reliable conservation valuable situ ex required order avoid irreversible loss part agrobiodiversity. addition, extensive expeditionary surveys should be undertaken nearest future CWR centers, under-explored areas, regions extreme environmental prone anthropogenic impacts.
