ABSTRACT The short answer is: probably not. We infer the priorities of national governments from observed outcomes, constructing a statistical proxy for long‐term benevolence. Using data between 1960 and 2019 more than 100 countries, we show that, on average, democracies score highly our measure. then investigate whether variation in benevolence can explain ‘autocratic gamble’—the well‐known tendency growth rates to vary widely across autocracies democracies. that distribution under democracy first‐order stochastically dominates its autocracy. Put differently, although there is an autocratic gamble rates, no wider development outcomes. rapid seen some originates regime self‐interest rather unusually benevolent leadership.
