Cloud computing has transformed digital service delivery by providing scalable, flexible access to resources, including servers, storage, and applications, under a pay-per-use model. This model utilizes geographically distributed data centers enhance dynamically adjust Service Level Agreement (SLA) pricing based on demand. However, effective resource allocation strategies remain challenging, especially for ensuring low latency fast execution in real-time applications interactive services. Increased center load can degrade performance, impacting cost productivity. . To address these challenges, we developed the Intelligent Validation Broker System (IVCBS). Uses an algorithm classify virtual machine (VM) resources match them with users' request sizes, relying mathematical aligned trapezoidal membership function fuzzy logic. reduces rules improves decision-making accuracy. We tested 11 types of AWS General Purpose EC2 specifications across 31 various regions. Implementing comparing IVCBS traditional method through two policies—optimize response time reconfigure load—showed that optimized policy outperformed terms overall time, processing, total VM cost. addresses scalability performance challenges efficiently assigning VMs, managing workload distribution, preventing overload. Improving average servicing maintains high quality (QoS) energy optimization.
